Is it proper etiquette to send a group “thank you” email to those listed on the card? If so, should I bcc them or add them all to the “To”? If not, is an email appropriate at all?

For collective gifts, it is perfectly appropriate to address it to the entire department or group.

While we would never encourage you to send a thank-you note by email, if you must, then you should send the emails individually, not by way of a cc or bcc. You could phrase it something like:

Dear Frank,
Thank you so much for your contribution you made to the xxxxxxx gift you sent in memory of my father/brother/mother/etc. The generosity of the entire xxxxxx group is greatly appreciated.
